Popular government is a government of the rule of law, a republican democracy where the people decide their fate as a nation through their duly elected representatives.
There is genuine political balance of power among the three branches of government. The president upholds the law and the truth and does not take advantage of the rules and laws that give the presidency vast powers and low accountability. The Supreme Court, even as they are presidential appointees, interpret the law in favor of the common good. The majority members of the House and Senate are not made beholden to the president in exchange for releases of pork barrel.
Popular government knows its priorities, almost sacred priorities, because its decision and actions, policies and programs, spell out a vast and critical range of official responses ranging from defending our national sovereignty in the Spratlys to putting rice on Juan dela Cruz’ family table or ensuring quality basic education that will, in turn, ensure that the dela Cruz children will enjoy better economic opportunites in a fast globalizing world.
A popular president has charisma. Charisma not defined as attractive appearances borne out of facial beauty and style and displays of intelligence but the charisma that is exuded by a leader who is more concerned about making others feel good about themselves than making oneself feel good about him/herself, as written about by John Maxwell in “21 Indispensable Qualities of a Leader”. Hindi makasarili. Not greedy.
