 The Civil Relations Service, AFP under its Commander BGEN EDUARDO D DEL ROSARIO AFP, sent representatives who participated in  the first ever Research and Doctrine Writing Training, sponsored by the   AFP Doctrine Development Center (DDC)  and held at the AFPRESCOM Social Hall, Camp General Emilio Aguinaldo, Quezon City on 19-21 July 2011. The Commandant of the AFP CMO School, MAJ OLIVER A BAÑARIA PAF, together with his two school civilian staff attended the activity.
During the three-day activity, the participating personnel of units within GHQ learned how to prepare the Proponement Advice (PAD) for doctrine development to  support the attainment of their respective mandates. This is also in line with the “Improvement of the Doctrine Development System (IDDS) Project” under the Philippine Defense Reform (PDR) Program which, according to its key movers "serves as the overall framework of the AFP  towards transformation that seeks to re-engineer its systems and re-tool its manpower or personnel".
 By the second day of the activity, the CRSAFP Team was able to prepare a  draft CRSAFP Doctrine or Manual that would serve as a guide in the conduct of all  Civil-Military Operations (CMO)  activities, particularly PsyOps, Civil Affairs and limited Public Affairs  to complement the AFP IPSP “BAYANIHAN”  in order to successfully accomplish the   overall mission of the AFP.  The  participants were  taught the details of doctrine-making and they were all mesmerized by  LTC DENNIS V ECLARIN  PA of the AFP National Development  Command  ( (NADESCOM)  and  Miss Grace Ranjo of the AFPDDC, who lectured on the phases involved in doctrine-writing and  the fundamentals of  editing and proofreading, respectively.
Aside from AFPDDC personnel who attended the  training activity,  other personnel present came from  the J-Staffs such as OJ1, OJ3 and OJ8; GHQ & HSC;  and the  Resource and Management Office (RMO).
In his keynote speech during the simple closing ceremony, COL RAFAEL A DE HITTA PA, the Chief of the AFPDDC thanked  the stakeholders present , as he  announced that his office will be replicating the same activity in the regions to drumbeat awareness on the importance of AFP Doctrines  that follow a uniform outline or system.
